9 JBP member companies, 31 people from companies, attended The 3rd Japan-India Workshop on Disaster Risk Reduction and the DRR business matching session held in India.
 
On 18 March 2019, the 3rd Indo-Japan Workshop on Disaster Risk Reduction was held at Vigyan Bhawan, New Delhi, organised by Cabinet Office, the Government of Japan, and Ministry of Home Affairs, the Government of India.
 
The Government of Japan and the Government of India has signed Memorandum of Cooperation aiming to develop cooperation between both countries in the field of disaster risk reduction and to promote relationship between both countries, on the occasion of Prime Minister Abe’s visit to India in 2017. This Workshop has been held in order to exchange information on policy and measures on disaster risk reduction, and to enhance cooperation between Japan and India, and this is the 3rd meeting; following the 1st meeting held in March, 2018, in New Delhi; and 2nd meeting held in October, 2018, in Tokyo.
 
From Japanese side, Ambassador Hiramatsu, as well as a lot of delegates from governments, research institutions and 31 people from private companies, led by Mr. Nakamura, Vice Minister, Cabinet Office participated. From Indian side, a lot of participants joined from governments, research institutes, FICCI and private companies, headed by Dr. P.K. Mishra, Additional Principal Secretary to Prime Minister.
 
Just before the meeting, there was a bilateral talk with a few people and Mr. Hiro Nishiguchi, President of JBP also attended on behalf of the Japanese private sector. One of requests from the Japanese government to the Indian was to allow private companies to use the weather information owned by the Indian Meteorological Department for DRR. Supplementing this, Mr. Nishiguchi explained to Indian Government how important and efficient for sharing information with private sector to execute disaster risk reduction by utilizing the private sector’s capacity. Because this request had been informed by the Japanese government to the Indian government beforehand, this could be directly informed to the responsible person, Dr. K. J. Ramesh, Director General of Indian Meteorological Department who was present at the bilateral meeting by the Indian government arrangement.
 
In three themes sessions, both sides shared and exchanged their experiences, knowledges and challenges on disaster risk reduction. Both sides also discussed measures towards future cooperation. Especially, in the session of Collaboration among Private Companies, a business matching event was held between private companies of both sides, where the participants actively exchanged information on Japanese products and services contributing to disaster risk reduction.
 
Because the 3rd Workshop was the first time to organize the session of Collaboration among Private Companies independently, it could very well reflect the needs of participant private companies. This session was organized by Japan Bosai Platform (JBP) of Japan side and Federation of Indian Chambers of Commerce and Industry (FICCI) of Indian side. FICCI established in 1927 is the largest and oldest apex business organisation in India with over 300 thousands member companies.
 
During the preparation of this session, JBP gave FICCI the information of DRR technologies and products which participant Japanese companies want to supply in India and FICCI selected the suitable good Indian companies to match the need for participation.
 
In the session of Collaboration among Private Companies, each company did the presentation, following the presentation on the general current condition of DRR industry by both organizers. Then, Indian companies and Japanese companies had business talks at the each table of Japanese company.
 
At the closing session, Ms. Mami Mizutori, Special Representative of UN Secretary General for Disaster Risk Reduction, UNISDR (United Nations International Strategy for Disaster Reduction), was invited. She expressed, in her special comments, her appreciation on the cooperation between Japan and India on disaster risk reduction, and her hope further leadership of both Japan and India towards global challenges on disaster risk reduction.
 
JBP and FICCI immediately had a meeting at FICCI headquarters on 19 Mach to fully utilize this opportunity for the future development. Both sides cooperated with the development of disaster prevention industry in India, and confirmed that private companies lead the disaster risk reduction in India through it. In addition, we also confirmed the direction in which Japanese and Indian companies will cooperate in developing disaster prevention business in the surrounding area.
 
JBP and FICCI will jointly prepare the collaboration execution plan and implement DRR in accordance with this plan.
